Project – The Role of Vigilante Groups in Crime Prevention and Management: A Study of Selected Local Government Areas in Rivers State

CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Security is a fundamental requirement for the survival and development of every society because the protection of lives, property and public institutions creates an environment in which social and economic activities can take place. In a modern state, the responsibility for maintaining law and order ordinarily rests with formal security institutions, particularly the police and other agencies established by law. However, the increasing complexity of crime and insecurity in many developing societies has encouraged communities to participate more directly in the protection of their neighbourhoods. In Nigeria, the emergence and continued operation of vigilante groups reflect the involvement of non-state actors in local security provision. Fourchard (2008) explains that vigilantism in Nigeria has historical roots in community-based systems of protection and should not be viewed only as a recent response to crime or police weakness. Similarly, Nolte (2007) notes that vigilante activities in Nigeria have developed within particular social, political and historical relationships between communities and state security institutions.

Vigilante groups can generally be understood as community-based or locally organised security groups whose members undertake activities intended to protect people and property, prevent crime, monitor suspicious activities and provide information to formal security agencies. Their operations may include neighbourhood patrols, surveillance, identification of suspected criminals, early warning, intelligence gathering, assistance during emergencies and reporting of criminal activities. The attraction of such groups is partly associated with their proximity to the communities they serve. Unlike security personnel who may be posted from other parts of the country, local vigilantes often possess detailed knowledge of neighbourhoods, roads, waterways, settlements, residents and local social relationships. Unya (2022) argues that community vigilantes have gained considerable acceptance in Nigeria partly because of perceived gaps in formal policing, particularly in remote communities where police presence may be limited. This local knowledge can potentially improve the flow of information and support rapid responses to emerging security threats.

The development of community-oriented security is also consistent with the broader philosophy of community policing, which emphasises partnership between security institutions and the communities they serve. The Nigeria Police Force states that community policing was introduced into its institutional framework in 2002 and involves public sensitisation, partnership and problem-solving approaches. The Nigeria Police Act 2020 further provides a statutory framework for community policing committees and recognises cooperation between the police and local communities as an important component of effective policing. The Act identifies objectives such as maintaining police-community partnerships, promoting communication and cooperation, improving police services, and strengthening transparency and accountability. These provisions demonstrate that crime prevention is increasingly understood as requiring cooperation between formal institutions and community stakeholders rather than relying exclusively on conventional police methods (Nigeria Police Force, n.d.; Federal Republic of Nigeria, 2020).

The potential contribution of vigilante groups to crime prevention can be understood through their proximity, accessibility and capacity for community surveillance. Local vigilantes may detect unusual movements, identify unfamiliar persons, monitor locations perceived as vulnerable and transmit information to the police or other security agencies. In some communities, they may also participate in night patrols and respond quickly to reports of theft, burglary, cult-related activities, kidnapping and other offences. Research on community policing in Rivers State by Nwogo, Offor and Asiegbu (2022) found that community-based security arrangements were associated with functions such as protection of lives and property, monitoring of community spaces, rapid responses to security threats and reporting of criminal cases. The researchers also identified information sharing and cooperation between communities and formal security agencies as important dimensions of community-based crime prevention.

Rivers State provides a particularly relevant setting for examining the role of vigilante groups because several communities have experienced different forms of insecurity, including cult-related violence, kidnapping, armed robbery, theft, burglary and other criminal activities. Research on community policing in Rivers State indicates that insecurity contributed to the development of local self-help security arrangements in several communities after earlier neighbourhood-watch initiatives were discontinued. Nwogo et al. (2022) reported that communities in parts of Rivers State resorted to local vigilante arrangements as residents sought additional mechanisms for protecting lives and property. In Ogba/Egbema/Ndoni Local Government Area, the emergence of the OSPAC security structure has attracted scholarly attention because it developed in response to local security concerns and subsequently became an important part of the area’s informal security architecture (Offor et al., 2020).

Evidence from Ogba/Egbema/Ndoni Local Government Area provides an important example of how community-based security structures may function in crime management. Offor, Okorobia and Okoroafor (2020) examined OSPAC and reported that the organisation developed in response to serious security concerns in the area. Their study associated OSPAC’s activities with crime-control efforts involving offences such as rape, theft, armed robbery, kidnapping, pipeline vandalisation and cultism. More recent research by Nelson and Maurice (2024), using questionnaire and interview evidence from communities in ONELGA, reported that respondents perceived reductions in several categories of crime following the formation of OSPAC and examined the organisation within deterrence and community-participation perspectives. These studies demonstrate why locally organised security structures deserve systematic investigation rather than being treated simply as informal extensions of the police.

Despite the possible contributions of vigilante groups, their activities also raise important questions concerning legitimacy, accountability, human rights and the appropriate boundaries of community security. Vigilante groups are not automatically equivalent to formal law-enforcement institutions, and their members may have varying levels of training, supervision and understanding of legal procedures. Ikuteyijo (2009) identifies financial constraints, public trust, institutional weaknesses and interference by powerful interests among the challenges affecting community-oriented policing in Nigeria. Similarly, Obarisiagbon and Aderinto (2018) found that community support for vigilante organisations can be influenced by perceptions of procedural justice and legitimacy, suggesting that perceived fairness in the way vigilantes treat residents is important for sustaining public support.

Human-rights concerns are particularly important in assessing vigilante activities. A recent study of vigilante groups in the Orashi area of Rivers State reported allegations involving unlawful detention, torture, excessive use of force, extrajudicial killings and other human-rights violations, while also acknowledging that the groups were perceived to contribute to crime management in some communities. This duality illustrates the need to evaluate vigilante groups from both security and accountability perspectives. A crime-management strategy cannot be assessed solely by its perceived ability to suppress criminal activities; it must also be examined in relation to legality, protection of citizens’ rights, accountability and cooperation with legitimate security institutions (Ihua, Akran, & Victor, 2025).

The relationship between vigilante groups and formal security agencies is therefore central to effective crime management. Ikuteyijo and Rotimi (2012) argue that cooperation between communities and the police is important to successful policing, but they also observe that relationships between formal police institutions and informal security groups can be problematic when trust and coordination are weak. In Rivers State, Nwogo et al. (2022) similarly identified lack of trust between the police, vigilante groups and community members as one of the challenges affecting community policing. The Nigeria Police Act 2020 provides a broader institutional basis for police-community cooperation by establishing community-policing committees and assigning community-policing functions that include crime detection and prevention, conflict resolution, intelligence gathering, maintenance of law and order, public safety advice and collaboration with community organisations.

The issue is therefore not simply whether vigilante groups exist, but what specific roles they perform, how communities perceive their activities, how they interact with conventional security agencies, and what factors influence their effectiveness and legitimacy. Recent research on OSPAC and other community-based security structures in Rivers State suggests that vigilante organisations have become significant actors in local security arrangements, while studies on human-rights concerns demonstrate that their operations require appropriate oversight. Consequently, empirical investigation is needed across selected Local Government Areas rather than assuming that findings from one local government or one vigilante organisation apply uniformly across the state (Nelson & Maurice, 2024; Ihua et al., 2025).

It is against this background that this study examines the role of vigilante groups in crime prevention and management in selected Local Government Areas of Rivers State. The study focuses on the preventive and management functions of vigilante groups, including neighbourhood surveillance, patrol, crime reporting, intelligence gathering, rapid response, community mobilisation and cooperation with formal security agencies. It will also examine the challenges confronting their activities and the relationship between vigilante operations and broader community-policing arrangements. The study is intended to generate empirical evidence that can contribute to discussions on community security, crime prevention, police-community relations and accountable security governance in Rivers State.

1.2 Statement of the Problem

Crime and insecurity remain important concerns in several communities in Rivers State, where residents have experienced different forms of criminal activity, including kidnapping, cult-related violence, armed robbery, burglary, theft and other threats to personal and community security. The persistence of these challenges has encouraged some communities to establish or support local security arrangements designed to complement formal law-enforcement institutions. Research on Rivers State has documented the emergence of community-based security initiatives in response to perceived limitations in conventional policing and the demand for locally accessible security services (Nwogo et al., 2022; Offor et al., 2020).

A second dimension of the problem concerns the actual contribution of vigilante groups to crime prevention and management. Although studies of OSPAC and community policing in Rivers State have reported roles involving patrol, surveillance, intelligence gathering, crime reporting and rapid response, there remains a need to establish whether similar functions are performed effectively across different local government contexts. Nelson and Maurice (2024) reported reductions in several categories of crime after the formation of OSPAC in ONELGA, while Nwogo et al. (2022) identified community policing functions such as protecting lives and property, reporting criminal cases and responding to security threats. However, these findings are largely context-specific, making broader investigation necessary across selected Local Government Areas of Rivers State.

Another problem is the relationship between vigilante activities and formal security institutions. While community participation can strengthen intelligence sharing and extend security awareness into neighbourhoods, poor coordination, distrust and unclear operational boundaries can reduce effectiveness. Ikuteyijo and Rotimi (2012) observed that relationships between formal policing institutions and informal security groups in Nigeria have not always been harmonious, while Nwogo et al. (2022) specifically identified lack of trust between police officers, vigilante groups and community members as a challenge to community policing in Rivers State. The Nigeria Police Act 2020’s emphasis on structured police-community partnerships makes it important to determine how vigilante groups fit into contemporary community-security arrangements and whether collaboration with formal security institutions is adequately developed at the local level.

A further concern is the balance between crime prevention and protection of human rights. Although vigilante groups may provide locally accessible security services, concerns have been raised about excessive use of force, unlawful detention, torture, extrajudicial violence and other abuses in some settings. The study of vigilante groups in the Orashi area of Rivers State found evidence of serious human-rights concerns while also reporting that the groups contributed to crime management. This creates an important research problem because crime prevention cannot be evaluated exclusively according to whether criminal activity is reduced; issues of legality, accountability, legitimacy and respect for citizens’ rights must also be considered (Ihua et al., 2025).

The problem, therefore, is the limited empirical understanding of the specific role, contributions, challenges and institutional relationships of vigilante groups in crime prevention and management across selected Local Government Areas of Rivers State. While existing studies have examined individual initiatives such as OSPAC or broader community-policing arrangements, there remains a need for a study that systematically examines vigilante activities from the perspectives of crime prevention, crime management, collaboration with formal security agencies and operational challenges. This study consequently seeks to provide evidence on the role of vigilante groups in selected Local Government Areas of Rivers State.

1.3 Purpose of the Study

The main purpose of this study is to examine the role of vigilante groups in crime prevention and management in selected Local Government Areas of Rivers State.

Specifically, the study seeks to:

  1. examine the roles performed by vigilante groups in preventing crime in selected Local Government Areas of Rivers State;
  2. identify the major crime-management activities undertaken by vigilante groups in the selected Local Government Areas;
  3. examine the relationship between vigilante groups and formal security agencies in crime prevention and management in the selected Local Government Areas; and
  4. identify the major challenges affecting the effectiveness of vigilante groups in crime prevention and management in the selected Local Government Areas of Rivers State.

1.4 Research Questions

The following research questions will guide the study:

  1. What roles do vigilante groups perform in preventing crime in selected Local Government Areas of Rivers State?
  2. What are the major crime-management activities undertaken by vigilante groups in the selected Local Government Areas?
  3. What is the nature of the relationship between vigilante groups and formal security agencies in crime prevention and management in the selected Local Government Areas?
  4. What are the major challenges affecting the effectiveness of vigilante groups in crime prevention and management in the selected Local Government Areas of Rivers State?

1.5 Research Hypothesis

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: There is no significant relationship between the activities of vigilante groups and crime prevention and management in selected Local Government Areas of Rivers State.

1.6 Significance of the Study

The study will be significant to the Rivers State Government because it will provide empirical information on the contribution of community-based security structures to crime prevention and management. The findings may assist policymakers in understanding the local security needs of different communities and in developing appropriate frameworks for cooperation between community security structures and formal security institutions.

The study will be useful to Local Government Councils because local governments are closely connected to grassroots communities. Findings concerning patrol, surveillance, intelligence gathering, crime reporting and community mobilisation may assist local authorities in developing more structured approaches to community security and in identifying areas where community-based security arrangements require institutional support.

The study will also be significant to the Nigeria Police Force and other formal security agencies. The research will provide information on how vigilante groups interact with formal security institutions and the extent to which such interactions facilitate or constrain crime prevention. The findings may be useful in strengthening communication, information sharing, community intelligence and coordinated responses to local security threats.

The study will benefit vigilante groups and community leaders by identifying operational challenges that affect their crime-prevention functions. It may also draw attention to the importance of training, accountability, respect for human rights, appropriate reporting procedures and cooperation with formal security agencies.

The study will be useful to residents and community associations because it will provide a structured examination of the benefits and challenges associated with community-based security. It may encourage communities to participate constructively in crime prevention while recognising the importance of lawful and accountable security practices.

Finally, the study will contribute to academic literature on vigilantism, community policing, informal security governance and crime management in Nigeria. It will provide a basis for future researchers who may wish to investigate vigilante organisations, community policing, police-community relations, human-rights issues and local security governance in Rivers State and other parts of Nigeria.

1.7 Scope of the Study

The study focuses on The Role of Vigilante Groups in Crime Prevention and Management: A Study of Selected Local Government Areas in Rivers State.

The content scope covers four major areas: the roles of vigilante groups in crime prevention; their crime-management activities; their relationship with formal security agencies; and the challenges affecting their effectiveness.

The geographical scope is limited to selected Local Government Areas of Rivers State. For a manageable undergraduate or postgraduate project, Ogba/Egbema/Ndoni (ONELGA), Emohua and Gokana Local Government Areas may be selected because existing research has documented community-security and vigilante-related issues in these areas. Nwogo et al. (2022), for example, selected communities in ONELGA, Emohua and Gokana in their study of community policing and insecurity in Rivers State.

The population scope will consist of relevant residents, members of vigilante groups, community leaders and, where accessible, personnel of formal security agencies operating within the selected Local Government Areas.

The study will focus primarily on the crime-prevention and crime-management functions of vigilante groups and will not attempt to provide a complete historical account of every vigilante organisation that has existed in Rivers State.
