INTRODUCTION

1.1 Background to the Study

Security plays a pivotal role in the socio-economic development and political stability of any nation. It is a fundamental prerequisite for the protection of lives, property, and national sovereignty. In Nigeria, security challenges have become a persistent issue, affecting virtually every region. However, the Southwest geopolitical zone, which includes Oyo State, has increasingly become a target for various criminal activities such as armed robbery, kidnapping, cultism, herdsmen-farmer clashes, and banditry. These security threats have not only endangered lives but have also disrupted economic activities, discouraged investment, and eroded citizens’ trust in the state’s ability to protect them.

The inadequacies of the Nigeria Police Force in curbing these security challenges are well-documented. Factors such as inadequate manpower, poor funding, lack of logistics, and institutional inefficiencies have rendered conventional policing efforts largely ineffective. Many communities, especially in rural and border areas, remain under-policed and vulnerable to attacks. This situation has led to a growing call for the decentralization of policing powers, allowing states and regions to play a more active role in safeguarding their residents. The inability of the federal policing system to adequately address localized threats has heightened the need for alternative security measures.

In response to the increasing security challenges and the limitations of the federal security apparatus, the governors of the six states in the Southwest—Oyo, Ogun, Osun, Ekiti, Ondo, and Lagos—came together in January 2020 to establish the Southwest Security Network, codenamed Amotekun. This regional initiative was designed to provide a complementary security structure to the existing federal forces. It leverages local intelligence, cultural familiarity, and community involvement to enhance the effectiveness of crime prevention and intervention. Unlike conventional federal police, Amotekun officers are better acquainted with the terrain, language, and socio-political dynamics of their local areas.

In Oyo State, the Amotekun Corps has emerged as a critical player in local security management. Their operations involve patrolling highways, monitoring remote and border communities, collaborating with traditional rulers, and resolving local conflicts. Their presence has been particularly significant in rural areas where federal law enforcement agencies are either absent or ineffective. While some stakeholders commend the corps for their swift response and community engagement, others criticize their methods and raise concerns about oversight, accountability, and possible human rights abuses.

A unique characteristic of Amotekun is its hybrid nature: while it is established under state laws, it operates in a domain—internal security—that is constitutionally the responsibility of the federal government. This has sparked legal and political debates about the legitimacy and scope of its authority. Critics argue that it could create parallel policing structures and jurisdictional conflict, while proponents view it as a necessary step toward true federalism and community-driven security solutions. The situation calls for a careful analysis of the legal framework, operational strategy, and inter-agency relationships that define Amotekun’s role in Nigeria’s complex security architecture.

This study, therefore, aims to investigate the operations of the Southwest Security Network in Oyo State, with particular attention to its structure, effectiveness, challenges, and public perception. By examining how Amotekun functions in real-world scenarios, the study will provide insights into the strengths and limitations of decentralized security models. It will also explore whether the creation of such a regional outfit has led to measurable improvements in the security situation in Oyo State and what policy adjustments may be necessary for its sustained success and legitimacy.

1.2 Statement of the Problem

In recent years, Oyo State has experienced a disturbing rise in security threats ranging from armed robbery, herdsmen-farmer conflicts, kidnapping, ritual killings, and communal clashes. These forms of insecurity have heightened fear among residents, disrupted economic and social activities, and posed serious challenges to governance. The conventional policing system, which is centrally controlled by the federal government, has repeatedly failed to respond effectively and swiftly to the dynamic security needs of the state. The inability of the Nigerian Police Force to provide adequate coverage—especially in rural and underserved communities—has exposed critical gaps in the state’s security framework.

To bridge these gaps, the Oyo State government, alongside other states in the Southwest, adopted a community-oriented security initiative through the establishment of the Southwest Security Network, popularly known as Amotekun. The corps was created to complement federal policing efforts by leveraging indigenous knowledge, local intelligence, and community participation in crime prevention. Since its inception in 2020, Amotekun has been involved in several interventions, including highway patrols, village surveillance, and conflict mediation. However, despite these efforts, there is no consensus on whether the security situation in Oyo State has significantly improved as a direct result of the corps’ operations.

Concerns have also emerged regarding the operational effectiveness and legal limitations of Amotekun. Unlike federal agencies with broad constitutional mandates, Amotekun operates within a state-sanctioned legal framework that may restrict its authority in certain security matters. Additionally, logistical challenges, lack of sufficient funding, limited training, and allegations of rights violations have been reported in various quarters. These issues raise critical concerns about whether Amotekun is adequately empowered to deliver on its mandate or whether it risks becoming another ineffective layer in an already overstretched security system.

Another critical issue is the perception of Amotekun by the public. Public confidence is a key determinant of the success of any security initiative, yet anecdotal evidence suggests that citizens’ opinions about Amotekun vary widely. While some community members appreciate their presence and quick response, others express concerns about their methods, professionalism, and possible biases. These mixed perceptions could hinder collaboration and trust, which are essential components of community-based security strategies. Unfortunately, there has been limited empirical research to capture the full scope of public attitudes toward the corps and how these perceptions affect their effectiveness.

Consequently, there is a pressing need to conduct an in-depth evaluation of the role of Amotekun in the management of security in Oyo State. Despite the growing discourse around its relevance and performance, very few academic studies have systematically examined its structure, operations, challenges, and impact. This lack of scholarly attention has left a significant gap in knowledge that this study seeks to address. By exploring the practical outcomes of Amotekun’s deployment and its reception among citizens, the study aims to contribute valuable insights into the viability of regional security networks within Nigeria’s broader security ecosystem.

1.3 Objectives of the Study

The general objective of this study is to assess the effectiveness of the Southwest Security Network (Amotekun) in the management of security in Oyo State. The specific objectives are to:

1. Examine the structure and operational framework of the Amotekun Corps in Oyo State.
2. Evaluate the impact of Amotekun’s activities on crime reduction in Oyo State.
3. Investigate the challenges encountered by the Amotekun Corps in performing its duties.
4. Assess public perception and trust in the Amotekun Corps in Oyo State.

1.4 Research Questions

The study will be guided by the following research questions:

1. What is the organizational structure and legal framework of the Amotekun Corps in Oyo State?
2. How effective has the Amotekun Corps been in reducing crime in Oyo State?
3. What operational and logistical challenges does the Amotekun Corps face?
4. How do residents of Oyo State perceive the Amotekun Corps?

1.5 Research Hypotheses

To empirically assess the research objectives, the following hypotheses are formulated:

H₀₁: The Amotekun Corps has no significant impact on the reduction of crime in Oyo State.

H₀₂: There is no significant relationship between public perception of Amotekun and their trust in its operations.

1.6 Significance of the Study

This study holds considerable significance for policymakers at both the state and federal levels. In light of Nigeria’s persistent security challenges and growing calls for decentralization, understanding the effectiveness of regional security initiatives such as the Amotekun Corps is critical for shaping future legislation and administrative reforms. By providing empirical data on Amotekun’s operational strengths and weaknesses in Oyo State, this study can guide the formulation of more pragmatic and context-sensitive security policies that better reflect the realities on the ground.

For law enforcement agencies, the findings of this study will be particularly valuable in informing how community-based security models can function alongside existing federal institutions. The study offers insights into how Amotekun collaborates—or fails to collaborate—with federal forces like the Nigeria Police Force and the Department of State Services. Understanding these dynamics is essential for designing frameworks that encourage synergy rather than rivalry, reduce operational redundancies, and enhance overall security delivery across different levels of government.

Civil society organizations (CSOs), which play a key role in promoting human rights, transparency, and community engagement, will also benefit from this research. The study provides a clearer picture of how the public perceives Amotekun’s operations and how the corps responds to issues of accountability and justice. With this information, CSOs can better advocate for community interests, monitor human rights compliance, and foster civic education programs that promote responsible citizen involvement in local security initiatives.

From an academic standpoint, the study adds to the growing body of knowledge on security sector reforms, decentralization, and regional governance in Nigeria. As an emerging model of sub-national policing, Amotekun presents a unique case study on the tensions and synergies between local autonomy and national unity. Researchers and students in the fields of political science, public administration, criminology, and peace and conflict studies will find the study’s methodology, analysis, and findings useful for theoretical and comparative studies.

Furthermore, the study contributes to the ongoing national discourse on restructuring and constitutional reform in Nigeria. One of the most contentious aspects of this discourse is the demand for state policing—a call rooted in the belief that local authorities are better positioned to manage their security affairs. By evaluating Amotekun’s performance and identifying areas of improvement, this research can provide evidence-based arguments either in support of or against the idea of devolving security powers to sub-national governments.

Lastly, the people of Oyo State—particularly residents of communities directly affected by insecurity—stand to benefit from the practical implications of the study. By highlighting their experiences, concerns, and perceptions, the study amplifies local voices in shaping the design and reform of security institutions meant to serve them. In doing so, it promotes a more inclusive, responsive, and accountable approach to public safety, which is essential for sustainable peace and development in the region.

1.7 Scope of the Study

The study focuses on Oyo State, one of the key states where Amotekun operates. It examines the corps’ activities from its inception in 2020 to 2024. The study includes selected communities, local government areas, security personnel, and residents across urban and rural locations.

1.8 Limitations of the Study

One of the major limitations anticipated in this study is the potential for bias in the responses of participants. Security is a sensitive and emotionally charged issue, and respondents—particularly residents or victims of crime—may provide exaggerated or emotionally influenced accounts based on personal experiences or expectations. Similarly, public opinions about Amotekun may be shaped by political affiliations, ethnic sentiments, or prior encounters with security personnel, which could influence the objectivity of responses. These biases may affect the reliability of the data collected through interviews or questionnaires.

Another limitation lies in the restricted access to internal records and operational documents of the Amotekun Corps. As a security outfit, much of its work is considered classified, and gaining full access to its reports, performance evaluations, or operational strategies may be difficult. This lack of access may limit the depth of analysis and restrict the study’s ability to make definitive conclusions about the corps’ efficiency, effectiveness, or decision-making processes. Additionally, senior officers may be unwilling to disclose sensitive information due to concerns about organizational security, reputation, or political ramifications.

Furthermore, there may be reluctance on the part of Amotekun operatives and other security personnel to discuss certain issues candidly, especially those that pertain to internal weaknesses, inter-agency conflict, or allegations of misconduct. This could lead to partial disclosure or self-censorship during interviews or focus group discussions. However, the study will employ triangulation—gathering information from multiple stakeholders such as community leaders, law enforcement officers, civil society actors, and ordinary citizens—to reduce the effect of these limitations. This approach is expected to enhance the validity of the findings and provide a more balanced and comprehensive understanding of the security situation in Oyo State.

1.9 Definition of Key Terms

Amotekun: A regional security network established by Southwest Nigerian states to address local security challenges. The Southwest Security Network, popularly known as Amotekun, is a regional security outfit established by the six states of Nigeria’s Southwest geopolitical zone—Oyo, Ogun, Ondo, Osun, Ekiti, and Lagos—in January 2020. It was created to complement federal security agencies by addressing localized security challenges such as robbery, kidnapping, and herdsmen attacks using community-based intelligence and indigenous security strategies. Operated under state legislation, Amotekun functions primarily within state boundaries, relying on personnel who are familiar with the local terrain, culture, and language.
