INTRODUCTION

1.1 Background of the Study

Peacekeeping operations have become a central instrument for managing violent conflicts in Africa, where civil wars, insurgencies, terrorism, and political instability have persisted since the post-independence period. Conflicts in countries such as Liberia, Sierra Leone, Sudan, the Democratic Republic of Congo (DRC), Somalia, Mali, and the Central African Republic have resulted in humanitarian crises, massive displacement, and the collapse of state institutions. In response to these challenges, both regional and international organisations have increasingly intervened through peacekeeping operations aimed at restoring peace, protecting civilians, and supporting post-conflict reconstruction.

The United Nations (UN) has historically been the primary actor in global peacekeeping. Since the deployment of early missions such as the United Nations Operation in the Congo (ONUC) in the 1960s, the UN has played a significant role in African conflict management. Over time, UN peacekeeping has evolved from traditional observer missions to complex, multidimensional operations involving civilian protection, disarmament, demobilisation and reintegration (DDR), electoral assistance, and institution-building. Missions such as MONUSCO in the DRC, UNMISS in South Sudan, and MINUSMA in Mali exemplify the UN’s extensive engagement in African peacekeeping.

Alongside UN interventions, regional organisations have emerged as important actors in peace and security governance in Africa. The Economic Community of West African States (ECOWAS), originally established in 1975 for economic integration, expanded its mandate to include peace and security in response to devastating conflicts in West Africa during the 1990s. Through mechanisms such as the ECOWAS Monitoring Group (ECOMOG) and the ECOWAS Mechanism for Conflict Prevention, Management, Resolution, Peacekeeping and Security (1999), ECOWAS has undertaken peacekeeping and peace-enforcement operations in countries such as Liberia, Sierra Leone, Guinea-Bissau, Côte d’Ivoire, Mali, and The Gambia.

ECOWAS interventions are often characterised by rapid deployment, regional familiarity, and political proximity to conflict environments. In contrast, UN peacekeeping operations are typically larger in scale, better funded, and more institutionalised, with broader international legitimacy. The increasing collaboration between ECOWAS and the UN—where ECOWAS intervenes initially and the UN later assumes responsibility—reflects an evolving peacekeeping architecture that combines regional initiative with global support.

Despite the growing involvement of both ECOWAS and the UN, peacekeeping outcomes in Africa remain mixed. While some missions have contributed to conflict containment and political transitions, others have struggled with mandate limitations, resource constraints, host-state resistance, and complex security environments. Comparing ECOWAS and UN interventions provides a valuable opportunity to assess the strengths, weaknesses, and complementarities of regional and international peacekeeping efforts in Africa. This study therefore examines peacekeeping operations in Africa by comparing ECOWAS and United Nations interventions, with a focus on effectiveness, challenges, and operational approaches.

1.2 Statement of the Problem

Despite decades of peacekeeping interventions by both ECOWAS and the United Nations, violent conflicts and insecurity persist in many parts of Africa. In some cases, peacekeeping operations have failed to prevent the recurrence of violence or to address the root causes of conflict. This raises critical questions about the effectiveness of peacekeeping strategies adopted by regional and international organisations.

One key problem is the disparity in operational capacity between ECOWAS and the UN. ECOWAS peacekeeping missions often face challenges such as inadequate funding, limited logistics, insufficient training, and heavy dependence on a few member states for troop contributions. These constraints can undermine mission effectiveness and sustainability. Conversely, while UN missions are generally better resourced, they are frequently criticised for slow deployment, bureaucratic inefficiencies, and limited understanding of local political dynamics.

Another major issue is coordination and division of labour between ECOWAS and the UN. In several conflict situations, overlapping mandates and unclear transition arrangements have led to operational gaps or delays. Additionally, differences in rules of engagement, command structures, and political priorities can affect mission coherence and outcomes. The increasing complexity of conflicts—marked by terrorism, transnational crime, and fragmented armed groups—further complicates peacekeeping efforts for both organisations.

Given these challenges, there is a need for a systematic comparative analysis of ECOWAS and UN peacekeeping interventions in Africa. Without such analysis, policymakers and practitioners may struggle to identify best practices, address institutional weaknesses, and enhance cooperation between regional and international peacekeeping actors. This study seeks to fill this gap by examining the relative effectiveness, challenges, and lessons of ECOWAS and United Nations peacekeeping operations in Africa.

1.3 Objectives of the Study

The main objective of this study is to compare peacekeeping operations undertaken by ECOWAS and the United Nations in Africa.

The specific objectives are to:

1. examine the nature and scope of ECOWAS peacekeeping interventions in Africa;

2. analyse the structure and operations of United Nations peacekeeping missions in Africa;

3. compare the effectiveness of ECOWAS and UN peacekeeping operations;

4. identify the challenges faced by both ECOWAS and the UN in peacekeeping operations;

5. draw lessons for improving peacekeeping cooperation in Africa.

1.4 Research Questions

1.5 Research Hypothesis

H₀: There is no significant difference between ECOWAS and United Nations peacekeeping operations in their effectiveness in managing conflicts in Africa.

1.6 Significance of the Study

This study will be beneficial to policymakers, regional organisations, international institutions, peacekeeping practitioners, and scholars of international relations and peace studies. It will provide comparative insights into regional and international peacekeeping approaches and contribute to the improvement of peacekeeping strategies and cooperation in Africa.

1.7 Scope of the Study

The study focuses on peacekeeping operations in Africa, with particular emphasis on interventions undertaken by ECOWAS and the United Nations. Selected missions in West Africa and other African regions will be examined within the post-Cold War period.
